Is there still a limit to the number of subscribers new accounts can have?

We don't actually publish our exact limits, but all campaigns scheduled to be sent to a list which is over our initial approval level will need to go through our approval process first. You might want to take a look at our permission policy, as it may affect your ability to send to your contacts.
I want to have a client move from iContact, they have 5000 subscribers (it's a valid list they've been building for several years). My concern is convincing them to move, then not being able to send to their entire list. Any suggestions on handling that? Thanks.
